It seems some Windows updates with some Windows languages may make Framework 3.5 don't install, That happened with Win8.1
Framework for Windows 10 tested only in English language with no updates (x32 and x64)
Also the silent will give you end message "Framework has been installed" what ever it's installed successfully or not it just end message for the setup
So if that happen with Windows 10 your reports will make us know what those updates so others can remove them - Report here

But at the end it's recommended to install it in a fresh system before install any updates or any language packs

2- I don't recommend disabling windows update service while it will be needed while installing some programs that will need to install needed updates if they not included in the system, also some Visual C++ do the same ( Normal user wont know what we talking about so it's better to disable update without making another problem for him )
3- This tool don't replace any system files, it's all about editing registry/Disabling services/editing permissions
4- If you will use this tool to disable updates you must use it to enable it before using any other tools, Same with other tools
